Gray’s own statement showed that he already had a strong sense of the tone and direction of his ministry as bishop.
He noted a bishop’s responsibility for ordaining clergy and administering Confirmation; for recruiting, screening, and training individuals for ordained ministry; for administering the diocese; and for leading church members within the diocese.
He concluded, however, with the following: “… above all, I believe the Bishop’s role is to be a pastor to the people within his diocese, both clerical and lay. Indeed, all of the duties mentioned above, from ordination to the most mundane of administrative details, need to be carried out in a pastoral manner; in a manner reflecting a creative concern for all the persons affected or involved.”
